chore(ci): bump dictionary test-suite seed to v1.3.1
The scrabble-dictionary release v1.3.1 drops the obscene lexicon (mat). Bump the centralised CI seed so unit/integration jobs validate against the same dictionary the prod deploy now pins (vars.PROD_DICT_VERSION=v1.3.1).
